Climate Energy Finance (CEF), an Australian think tank established in 2022, is working pro bono in the public interest to accelerate the nation’s transition to net zero in line with climate science. 

CEF advocates for policy settings that shift capital from carbon-based energy and industrial production, and unlock investment opportunities into firmed renewables and green reindustrialisation, such as the production and processing of commodities using zero-emissions energy, including green iron.

CEF conducts research and analyses on the strategic, financial, and geopolitical issues shaping the global energy and industrial transition, and their implications for the Australian economy. Its work examines how these changes create both risks and opportunities for Australian industry, investment, and exports.

In a global context, CEF tracks and provides independent commentary on energy and policy developments in China and other key Asia-Pacific trading partners. It advocates for stronger, mutually beneficial climate cooperation in the region and monitors global decarbonisation trends, capital flows, and policy shifts in the EU, the US and elsewhere. CEF also examines the convergence of global technology trends in power, transport, mining and industry in accelerating decarbonisation.

Entirely philanthropically funded and politically nonpartisan, CEF maintains its independence while engaging across sectors. It collaborates with Australian federal and state governments, industry and finance leaders both locally and abroad, as well as NGOs and civil society groups to help accelerate the net zero transition.

The think tank is led by founder and director Tim Buckley, a former managing director at global investment bank Citigroup, who brings more than three decades of experience in financial markets across Australia, Asia, and globally. A recognised authority in energy finance, Buckley has authored over 100 reports on the global energy transition and the critical role of finance and policy in advancing decarbonisation.

Prior to founding CEF, Buckley served as Australasian Director of the Institute for Energy Economics and Financial Analysis (IEEFA) from 2013 to 2021 and held top-ranking equity research roles at Deutsche Bank, Shaw & Partners, and Citigroup.

Today, Buckley and the CEF team produce regular in-depth reports and analyses on decarbonisation investment, present at conferences and industry events, and maintain a strong media presence in Australia and internationally.
